Thank your question. The state law regarding the formation of a Special Assessment District outlines a petition process. That process includes the outline of specific properties that are proposed to be included. Then for those properties, it specifically requires written support (by signing a petition) of at least 50% of the land area within that area.
If more than 50% sign, then Allegan Township is required to hold a series of Public Meetings to form the Special Assessment District.
Parcels (owners) who have not signed are automatically assumed to have NOT indicated support.
So essentially it works like this:
– Signing the petition in support of the formation of a Special Assessment District = “YES” vote
– NOT Signing the petition for the formation of a Special Assessment District = “NO” vote
Again, this is State of Michigan law for forming a project, it is not something we created or decided on our own.
Are the “boundary” parcels included in the petition signatures?

I believe that was addressed in the article explaining our process for forming the map, if not we will clarify.
That said, the boundary parcels are not automatically included because, but we believe there is good reason for them to qualify for Allegan County Health Department approval WITHOUT the need for a Variance.
However, if property owners in boundary parcels are interested in being serviced by sewer we are open to have them included.
